Revert NGINX proxy buffering changes for gitlab-git-http-server

We seem to see more failed clones now than when were using 7.14+gitlab-git-http-server on gitlab.com. What do you think @marin @ayufan ?

@jacobvosmaer I am up for that but maybe it would be better to make that configurable (old state by default) so we can test and tweak?

@marin we could but it would require three settings with an uncomfortable level of namespacing, and I know how to work around not having a config setting on gitlab.com.

@jacobvosmaer In that case I will revert the change and push to stable branches

@ayufan I am not sure. Did the clone errors improve after 8.0.1 was deployed?
