Test NFS and configuration to see if we can run without `no_root_squash`

Our Omnibus package creates lots of files owned by root
. If users try to mount the entire /var/opt/gitlab/git-data
and NFS does not have the no_root_squash
flag on the share there will be an error on reconfigure
.
We need to test this ourselves and see if there's some configuration we support that will work around this. We may also need to review the permissions we're setting with Omnibus and see if we can change something so this works better. Some organizations will not enable no_root_squash
on their NFS share.
