Updating ordering of actions in gitlab-ctl upgrade command
requested to merge 1989-postgresql-bin-recipe-does-not-run-when-skip-auto-migrations-is-set into master
- Exit immediately if this is a new install
- Always run the postgresql-bin recipe
- Exit after postgresql-bin if skip-auto-migrations is set
