Enable builds to occur on forks and pipelines hosted on gitlab instances

Currently these builds are hard-coded to only run on this repo hosted at gitlab.com, not on a fork or a private instance of gitlab.

I'd like to enable fork-and-build for projects to make it easier for people to get started contributing.
