@ibaum this is working for me, with databases.ini now being updated. But databases.json in this case will always be empty. What is the purpose of database.json, vs reading from the attributes like we are already doing, and why is it in the consul directory?

I added database.json so we could keep on authoritative source for databases.ini. I didn't want pgb-notify and reconfigure to be able to have a tug of war over it.

@ibaum doesn't the node attributes already have this same database data?
