WIP: Documentation for building a package from a fork

This has been discussed in a couple of issues recently and as I've just gone through this again for the new 8.6 release I wanted to start documenting it.

Things I still need to do:

  • Add steps for building the package
  • Link document to main README.md
  • Review the document a few times
  • Squash commits when ready

Any feedback welcome. Mainly concerned about how much detail to provide as I would hope anyone doing this would be fairly technical if they already need a fork.
