Omnibus-repo release openshift template

Automate the bump of the openshift template located in the omnibus repo

the template only updates with stable CE releases, so no EE or RC

This MR is a candidate for splitting into two.

The version.rb and omnbius_version changes could be split into a separate MR that the template version bump would be dependant on.
