Add support for Import/Export triggers

I program network equipment which is done in a domain-specific language that is highly predictable and therefore syntax coloring schemes are prevalent on above platforms.

Is it feasible to have a "trigger import" or "subscription" that relies on these types of syntax highlighting?

I can't tell how this is different than #3873. Can you clarify?

Sorry, I can see the confusion. This one was meant to be for the feature of being able to point directly to a directory or repo (like this) and interpret .tmLanguage files to act as triggers. Not "import and convert" wholesale, more like "use these rules and notice when the files change"
