Open hotkey window on screen with cursor reportedly not working

I recorded a video to show the problem:

1st part the configuration

2nd part the working monitor

3rd part the not working monitor

I suspect the issue is that the hotkey window already existed on the original display and that it doesn't move from display to display unless you close all the tabs in it and recreate the window.
