ignored key shortcuts are not ignored on settings window

• iTerm2 version: Build 3.0.8
• OS version: 10.11.6
• com.googlecode.iterm2.plist

Detailed steps to reproduce the problem:

1. Ignore cmd-q shortcut:
2. type cmd-q on settings window quit the iterm anyways.
3. 

What should have happened: I expected that the shortcut would be ignored in all iterm windows.

Milestone changed to %Feature Complete 3.1

Currently key actions are only respected when a terminal window is key. Some key actions could be respect when that's not the case. This is likely to surprise some users so I'll delay it til 3.1
