New Tab opens a new window instead of a new tab

Detailed steps to reproduce the problem:
- Have iTerm2 running and a window open.
- Press Command-T or menu Shell -> New Tab.
What happened: The new session appeared in a new window instead of a new tab.
What should have happened: The new session should have appeared in a new tab in the existing window.
