iTerm2 is not remembering my custom preferences folder

Attach ~/Library/Preferences/com.googlecode.iterm2.plist here (drag-drop from finder into this window)
I can't; I deleted it too, since I didn't want it to show up. I've instead attached the custom prefs file I'm trying to set up, in the hopes that it's related. It usually lives at
~/Dropbox/Configurations/iTerm

Attach a debug log, if possible. Instructions at https://iterm2.com/debuglog
I have not been able to make this happen during iTerm startup.
Detailed steps to reproduce the problem:
- Install 3.1.3 beta 1
- Note that all of my profiles and preferences are gone
- Attempt to recover them
- No luck!
It's worth noting that iTerm 2 will happily overwrite the file with the empty preferences it has, but it won't read from it.
