bring TLS 1.3 related enhancements into tls13 branch

At this point there is some experimental client TLS 1.3 support on tmp-nmav-draft-ietf-tls-tls13-21. This patch set brings the base required for that functionality into the main TLS 1.3 branch. As such the included patch set, is a set of disconnected enhancements and bug fixes.
