40473-api-support-for-kubernetes-integration.yml

Adds the following initial CRUD endpoints for Clusters API:

- GET list of clusters
- GET specific cluster
- POST add existing cluster (mimic of "Add cluster")
- PUT update cluser
- DELETE destroy cluster
