Remove `:graphql` feature flag

- Remove `FeatureConstrainer` call wrapping api endpoint
- Remove `Feature.enabled?(:graphql)` conditionals in back and frontend
- Modify graphql test to be graphql flag agnostic
- Remove api routing spec
- Remove frontend feature flag via `gon`
