The current state of group issue boards does not show the "Add issues"
button on the UI for users that are reporters of group child projects.

This reverts commit af5242ecb682189c5d8276e1ab1ffe5ce844f2e5.

- Adds `searchBy` util in common utils
- Adds placeholder `SidebarItemEpicsSelect`

Disables the vue-i18n eslint rules for files
that are not able to be autofixed, this will
stop these offences causing pipeline failures
but they will need manual fixing.

Autofixes additional linting errors
found in vue files.

add stub to the boardsStore to spy on it and be able to use toHaveBeenCalledWith for the pre-defined labels test

All issue boards can now be collapsed via a button, re-ordered by
dragging the header, and the vertical collapsed header style was
reworked.

Adds an instance setting to limit display of time tracking
values to hours only

This commit is the result of running `yarn eslint --fix` after enabling
the `no-implicit-coercion` ESLint rule.  This rule has been added to
our ESLint config here:
