Some pipeline status icon tooltips were showing
"Commit: ..." which customers found to be
misleading since it was not the commit that was
failing but the pipeline.

We are changing all status icon tooltips to say
"Pipeline: ..." instead of "Commit: ..." now.

As decided in https://gitlab.com/gitlab-org/gitlab-ce/issues/53593

Vertically aligns ci icon, avatar, and comments
icons in the merge request dashboard by using flex

Pass string value in through haml template data attribute
Evaluate it into a regex when initiating variable list
Use it to determine whether to show the maskability warning

Set the default value to false
Adjust tests to expect false as the default
Update documentation to make new default clear

In addition to API, add support for toggling mased on UI too.

Add env_var and file as supported types for CI variables. Variables of
type file expose to users existing gitlab-runner behaviour - save
variable value into a temp file and set the path to this file in an ENV
var named after the variable key.

Update error message "This variable will not be masked" to
"Cannot use Masked Variable with current value"

Makes changes for truncation and combines the two related CSS classes.
Applies new tooltip comp as close as possible to the span for testing.

Show masked switch for each variable
When toggled on, the variable value will be masked in runner logs
Show warning message if the switch is on but the value is not maskable

I had `html: true` as a data attribute, but the tooltip was just text.

Based on MR comments, changing how the i18n works for the tooltip title.

Making these changes based on MR suggestions.

Project passed a very specific details path. Also reverted a change.

Updating a couple other places that were still using deprecated status.

Adding the ability to position the tooltip of the status icon.

I apparently forgot to add tooltips to the partial before.

After changing all places that used the function, we can now remove it.

MR list, and related MRs and branches were using a deprecated helper.

Created a new icon haml file to help move these forward.
