All the changes done to files that are also inside CE and need to be
ported.

- all commits squashed to make danger review happy

- next-discuss button is always show unless there is only 1 discussion
- regroup buttons arrangements

- Created DiscussionActions component
- Updated NoteableDiscussion component accordingly
- Wrote Jest tests for DiscussionActions
- Updated Jest config to enable emojis aliases mock
- Updated qa specs to reflect changes in NoteableDiscussions
