Previously, we used brackets to denote the tier badges,
but this made Kramdown, the docs site Markdown renderer,
show many warnings when building the site. This is now
fixed by using parentheses instead of square brackets.

This was caused by [PREMIUM] looking like a link to
Kramdown, which couldn't find a URL there.

This enables terminals for group and project level clusters.
Previously there was no way to determine which project (and
therefore kubernetes namespace) to connect to, moving this
logic onto Environment means the assoicated project can be
used to look up the correct namespace.

Any resources created while the cluster was managed
will be untouched, allowing users to set/unset this
flag as they please.

Tweak cluster helper and refactor its specs.

When this option is enabled, GitLab will create namespaces and service
accounts as usual. When disabled, GitLab wont create any project
specific kubernetes resources

A runner installed on a cluster will now use the
cluster's `cluster_type` as its `runner_type`.

For the sake of consistency, removes any extraneous
consecutive blank lines from the doc suite.

Uses the preferred way for introduced blocks instead of notes, on
auto devops and cluster documentation.

Also fixes some typos.

The changes are included for project and group cluster documentation
pages. Also specifies that AUTO_DEVOPS_DOMAIN will be deprecated on 12.0
