This commit covers all the files that where changed in the
identically named branch on EE that is creating an elasticsearch
test case.

Part of single codebase changes.

Try to simplify feature flag checks by using policies

Instance level clusters were already mostly supported, this change adds
admin area controllers for cluster CRUD

These are very high-level. Currently, they test:

1. That the performance bar appears.
2. That it has detailed metrics for Postgres and Gitaly.
3. That AJAX requests are included in the request selector.

Adds the collapsed mixin to the styling for .nav-sidebar
ensuring the nav-sidebar is collapsed on load via media
queries. Removes the need for an intermediate class to
collapse the sidebar on mobile viewports

Updated toggleCollapsedSidebar to check for desktop breakpoint

Adds the sidebar-collapsed-mobile class to the haml layouts
and sets media queries to display the sidebar collapsed by
default for sreen sizes greater than `sm` and less than `lg`

This was introduced by https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/7371
for which no QA was run, even though QA files were changed.

Using path syntax to include Admin namespace as part of Project
controller menu expansion code, in order to not conflict with same
controller name but in Geo namespace.

This only appears when in the collapsed sidebar. If the sidebar is expanded, then these items are hidden & no fly-out navigation is displayed.
