For the sake of consistency, removes any extraneous
consecutive blank lines from the doc suite.

Replace all '9koXpg98eAheJpvBs5tK' occurrences with
'<your_access_token>' in API docs.

Instead of exposing the VisibilityLevel as Integer, expose it as
String `visibility` for Project and ProjectSnippet.

Filter queries also accept the `visibility` as String instead of
`visibility_level` as Integer.

Also remove the `public` boolean.

This allows web hooks to have a URL back to entities without having to
generate it themselves.

This partially reverts commit 836d5930.

This was removed from the interface in
https://github.com/gitlabhq/gitlabhq/pull/6027 but its implementation
lingered around for two years.

All the info to return codes from the API functions are available in the `README.md` file as suggested.

The API Documentation for project snippets got infos to return codes. Tests are added
to check status codes when handling project snippets.
