For the sake of consistency, removes any extraneous
consecutive blank lines from the doc suite.

- Also makes other minor Markdown fixes that were near the main fixes.

Current docs did not include information on configuring the app
in Crowd. Also, moved the doc to the new administration/auth
directory.

- Allows configurable Single Sign On with most simple OAuth2 providers
- Adds documentation for the new strategy

Closes #26744

Fixed privilege escalation issue where manually set external users would be reverted back to internal users if they logged in via OAuth and that provider was not in the `external_providers` list.

This reverts commit 3e991230.

Changes block_auto_created_users to omniauth_block_auto_created_users,
otherwise the option is ignored. Fixes #3319.
