This is one of many MRs opened in order to improve the overall
internationalisation of the GitLab codebase.

This commit only targets Vanilla JS files.

Wraps all imports for select 2 to deferred imports,
especially in the main.js we are actually checking if there 
is any select 2 element on the page or not.

'New issue'/'New merge request' dropdowns should show only projects with issues/merge requests feature enabled

Use options object to pass params for project endpoint

The order of "Go to a project" dropdown is based on last_activity_at
