We introduced releases_page feature flag.
Given this feature is deemed stable, we should remove
this flag before 19th.

This commit introduces Releases API under /api/v4/projects/:id/releases

* We are introducing release policies at project level.
* We are deprecating releases changes from tags, both api and web
interface.
* Tags::CreateService no longer create a release

This feature is controlled by :releases_page feature flag

Rename Projects::ReleasesController to
Projects::Tags::ReleasesController

Renders empty index page
Adds Releases entry to the navigation bar behind a feature flag
Renders 404 when feature flag for releases is not enabled

Enables frozen string for some vestigial files as
well as the following:

* app/controllers/projects/**/*.rb
* app/controllers/sherlock/**/*.rb
* app/controllers/snippets/**/*.rb
* app/controllers/users/**/*.rb

Partially addresses #47424.

This whitelists all existing offenses for the various CodeReuse cops, of
which most are triggered by the CodeReuse/ActiveRecord cop.
