The current state of group issue boards does not show the "Add issues"
button on the UI for users that are reporters of group child projects.

A new param with_security_reports was added to
GET /groups/:id/projects API and the code to
support this logic in GroupProjectsFinder and
Project model. Also, a DB index was added to
ci_job_artifacts table to speed up the search
of security reports artifacts for projects

Previously, we used brackets to denote the tier badges,
but this made Kramdown, the docs site Markdown renderer,
show many warnings when building the site. This is now
fixed by using parentheses instead of square brackets.

This was caused by [PREMIUM] looking like a link to
Kramdown, which couldn't find a URL there.

Many small fixes to api docs which were merged from EE to CE,
and tables cleaned up, as noted in issue

Squashing a few commits and continuing work
on merging the 12 api docs that have not
been ported to CE yet.

Replace all '9koXpg98eAheJpvBs5tK' occurrences with
'<your_access_token>' in API docs.

When the feature is available, this setting allows admins to choose a
project as a source of custom file templates. This is in addition to
any instance-wide templates, whether custom or vendored into the GitLab
codebase.

With introduction of subgroups, many groups may have the same
name and/or path, thus further sorting options are necessary.
