Promoting milestone was missing an authorization check, guest
users were being able to promote project milestones to group milestones.

This whitelists all existing offenses for the various CodeReuse cops, of
which most are triggered by the CodeReuse/ActiveRecord cop.

Partially addresses #47424.

An upcoming update to rubocop-gitlab-security added additional
violations.

Closes #33477

This allows the tab to be loaded by default when the page loads & the hash is present

Updated a test to be more specific about where the content is
