enabled word breaking of card title as it gets overlapped by the assignee's icon when its a single long line with no spaces

This reverts merge request !18120

Also fixes spec failures on presenter and docs

Includes:
- Model, factories, create service and controller actions
- As usual, includes specs for everything
- Builds UI (copy from PAT)
- Add revoke action

simplified SET_FILE_ACTIVE openFiles map
use .find in router so that it returns early instead of looping all the
values

Pending tabs are normal tabs that are opened from the right sidebar.
They are opened in diff mode and when changed to edit mode they get
closed
& the actual file gets opened.
