Many elements defined in the QA framework in ci_variable.rb
call elements and methods that are not framework specific.

Fix these issues, as well as use data-qa-selector s

Moves the security dashboard and dependency list into it's own
top-level navigation item named 'Securty & Compliance', within the
project's sidebar.

This should only affect EE, since the template changes only touch
partials that get conditionally rendered and only exist in EE.

Adds the collapsed mixin to the styling for .nav-sidebar
ensuring the nav-sidebar is collapsed on load via media
queries. Removes the need for an intermediate class to
collapse the sidebar on mobile viewports

Adds the sidebar-collapsed-mobile class to the haml layouts
and sets media queries to display the sidebar collapsed by
default for sreen sizes greater than `sm` and less than `lg`

When the external wiki is enabled, the internal wiki link is replaced
by the external wiki url. But the internal wiki is still accessible.
In this change the external wiki will have its own tab in the sidebar
and only if the services are disabled the tab (and access rights)
will not be displayed.

We introduced the feature flag `error_tracking` to test the Sentry MVC
safely.

After the successful test, we remove it again.
