Red Hat finally fixed the NFS server delegation problem that caused the
TEST_STATEID flood. Mention the docs that disabling delegation may
no longer be needed.

- Make sure we have type defined in the frontmatter
- Add troubleshooting sections where absent
- Meaningful intros where absent

Many code blocks are 4spaced, and they render in GitLab
without coloring as a result, even though they are
fenced with a language label. If in a list, other items
will render as being in a code block too, even if not
meant to. This fixes all these issues for many admin
docs in /high_availability and /auth (part 1)

We backported the Rugged implementations of a Git access to older
versions of GitLab. Update the documentation to reflect this.

This brings back some of the changes in

For users using Gitaly on top of NFS, accessing the Git data directly
via Rugged is more performant than Gitaly. This merge request introduces
the feature flag `rugged_find_commit` to activate Rugged paths.

There are also Rake tasks `gitlab:features:enable_rugged` and
`gitlab:features:disable_rugged` to enable/disable these feature
flags altogether.

Filesystem performance can have a big impact on overall GitLab
performance, especially for actions that read or write Git
repositories. This information will help benchmark filesystem
performance against known good and bad real-world systems.

Using a mountpoint as data directory causes issues when restoring, so
we need to mention this in the documentation.

Update nfs.md with information on AWS EFS and Burst Credit usage and how to increase Burst Credit limits and also limit the need for AWS to access EFS by using FS Cache.
