Make product's block parameter optional so that it can be used for
API products that get their value from the API's response and so
don't need a block

Change Factory::Product.populate to get the value from
factory.api_resource if available, otherwise call the block

Change ApiFabricator to allow API factory products to
accommodate product names that don't match API response keys.

Update group, project, and sandbox factories to only create
products via the API

Change tests to use page objects directly when the tests are
testing the pages. Don't use the factories because they will
use the API if possible

Visit pages after fabricating via API

Changed some names for clarity and consistency

Separate logic that determines fabrication method (browser/api)
from the code that performs each part of the fabrication

With these changes the 'user creates issue' scenario went from ~30
seconds to ~15 seconds to run.
