Cannot add projects anymore :'(

Hello,

I created 10 project, then, when i tried a new one, i got the message saying i reached my quota. I got in the admin and changed the projects in the profile to 100. Logged out and in again but the + project button disapeared.

I just installed the project so i think you can reproduce it from any fresh install.

Which number of project by default is defined in your gitlab config file? If you create a new test user and login with it account, do you have ability to create projects?

When i create an new user i can create projects without any problem (made 3 new ones).
