@hnujxm Can you please recheck that your user is really a developer and not a master on that project.

I've got this same problem.
I don't know if it matters but I locked/protected the branch after the developer had already pushed some commits to that branch (including a merge from a non-protected branch). After protecting it, the developer user was still able to push to the branch. He was a developer the whole time, never a master. The push was via https.
