4.1 Cannot make a repository public even with "master" privileges unless repository owner

    I'm a "master" on a repository that another user "owns" and while the checkbox to "Allow public http clone" is there, and I can check it, and then save, it doesn't actually make the repository public. Meanwhile, I have no trouble making my own repositories public.

    (I'm also an admin in this case)

        yeap its expected behavior. Public checkbox should not be displayed if you are not an owner
