Issues shouldn't have to be assigned to a team member

At the moment when you create an issue it has the restriction that it has to be assigned to a team member.

This doesn't suit some team's way of working. We will often create issues assigned to nobody which people in the team can then pick up, assign to themselves and start working on when they have free time.

Can this be changed? It seems like a fairly meaningless restriction.
