Can't create project in group when project limit 0 although projects in groups don't count towards the limit of private projects

A user with project limit 0 cannot create a project in a group although projects in groups don't count towards the limit of private user projects.

Gitlab 6.5 Is this a bug? If not, how to configure that certain users are not allowed to have/create private projects (in their user namespace) but are still able to create projects in groups?
