Notes / comments can be edited to be empty

While it is not possible to create a new empty note via the UI (the "Add Comment" button is disabled), it is possible to edit a note leaving its content empty (the "Save changes" button is not disabled).

I think this is inconsistent enough to be called a "small bug".
