No @username suggestion when editing comment

Summary: For some reason when editing an issue post and adding a name on it. the user suggestion just won't show up Reproduce:

1. Create an issue
2. post reply in an issue
3. edit the reply you've just created
4. Type @anyname Result: User suggestion using @username just won't work with issue editing
