Article: GitLab CI + `kitchen-docker` for Chef

If (when) I get it working for the Spectat cookbooks, I should write an article detailing how it actually should be done, so others can learn from the process, as well as having a nicely documented process.

This should use an example repo on my GitLab account so anyone can view it, and use it in the future.
