Issue templates
Problem/Motivation
Coming from a Developer community like Drupal.org, where there is a lot of work on ensuring the issue queues are well maintained (for core), and dealing with clients who are not aware of how to write a good issue, it would be nice to be able to have something built into Kanban to encourage/enforce better issues.
Proposed resolution
- Add support for administrator defined issue templates
- Add some form of configurable JS validation for said issue templates
