Issue with long description or comments can't be scrolled

Tested in Chrome and Firefox

Steps:

• Click on the issue, which has long description or comments, so it will not fit on one screen, so scroll bar displayed
• Try to use scroll bar to scroll down

Defect:

• As soon, as you click on scroll bar, it disappear along with issue details
• Note: Mouse middle wheel is working for scrolling
