In using_docker_images.md, explicitly document that manually Base64-encoded auth. info needs to be wrapped in a Docker JSON config. structure, not used bare, for the value of DOCKER_AUTH_CONFIG.

This commit updates the documentation to mention the new merge trains
"Merge immediately" workflow, which adds a confirmation dialog step.

This commit updates all instances in the documentation where we
reference only: or except: to ensure they show the setting accepting an
array (as opposed to a single value).

Only/except do not support single values (i.e. `only: merge_requests`
is invalid).

Implementation idea for adding the artifacts keyword
into CI DAG needs.

Fix capitalizations and backticks in various docs,
in /development, /university, etc.

Provide details on how to enable the
feature flag.

Remove mention of access token in docs. Also
mention enabling the feature flag for feedback.

Since visual review tools don't work without the
anonymous feedback endpoint which is behind
a feature flag, I'm hiding the visual review tools
behind the same feature flag.

Added some documentation inside Junit docs

Allow sharing CI files cache across branches to speed
up pipeline execution time for many users.

Adds `key:files: []` to the CI config file.
Works by selecting the latest commit that changed any
of given files and uses it as the key.
