Since we removed include ActionDispatch::TestProcess
the flash now isn't mixed into response.

We need to change it to the controller object that
does have the flash

- remove around hook as it was causing tests to be skipped.

Currently OAuth applications can be only global or per-user.  This adds
applications on a group level.

Improve name of issue board policy permissions

Store the manifest content-type that is received
when pulling a manifest and use this content-type
in the manifest response.

Before this change we were allowing maintainers to manage
group variables even though our permissions page list only owners.

This reverts commit f925bb61, reversing
