Add man page to package
As it is now, Flake8 ships with no man page so users can not look up information about Flake8. At the moment the most users can hope to use is flake8 --help or the online documentation.
The sole downside of a man page is that it's static, so when users install plugins that add options to the parser, those won't show up. This should be documented in the man page with a specific call out to the fact that flake8 --help will list and describe those options.
