Should be able to assign an issue to anybody in the project group, not just team members.

Hmm this is more complex than I I thought. on gitlab.com there may be many 1000s of possible users to assign this to outside the team members.
It can be done but to assign a user outside the team member will probably require searching the API for a user name.
