Artifact/upgrade to adjust time factor

As discussed in #122 (closed), the overhead of calculating consciousness results in a 1000x slowdown between in-game time and perceived time.

As a plot device, it makes sense to allow increasing the time factor, but maybe it should be required to buy an upgrade to boost your processing power in order to decrease it.

I think it is better to do this after (or as a part) of #120

The engine-level implementation could be part of #120, but the plot/upgrade-acquisition stuff doesn't need to be done at the same time.

Of course, the plot-level explanation is independent, but I guess the upgrade code would rely on how time_factor is structured. I do think that after !23 (merged) nothing relevant to time_factor on the implementation-level would change, even though #120 would need more work.

On the plot level: how late or early should the upgrade be available?

On the plot level some character could just mention that you are to be envied: you can buy an underclocker at Neptune and become much more tolerant to the long flights across large systems.
