Add --iter-count in order to not use --iter-time
Please add an option to directly control the amount of iterations. Since --iter-time is System-dependent (e.g. Notebook/Desktop) --iter-count should help us to gain security by setting something like a minimum iterations.

The problem is that if the cpu load is high, the iterations with a luksFormat is low. e.g. instead of ~5000000 iterations I get ~1000000 iterations (about 90s) This is in my opinion an issue.
Maybe you should hardcode a variation of ~5-10% of the given number to make some variations. (If security-relevant.)
