Fix up MOTD code for Derelict Games usage

This involved changing links to new places and changing file links to places that actually exist (shocker, I know). The title header was also changed to something more appropriate and friendly. Added functionality includes an user agent for these MOTD fetches and fallback to an error motd when both SpacebaseHub and the local file cannot be read from. Please note that the motd link will only start working once the new site is in place.
