Fallback IGC parsing without GpsBabel

Hello Julien,
I have added a fallback IGC parsing implementation to enable IGC format support on servers without Gps Babel. This does not replace Gps Babel for IGC files, but provides a fallback option. It supports the available baro/gnss/both altitude setting for IGC and handles it same way as Gps Babel does. I hope you'll find this addition useful.
