update client and server, and base them off of fdroid/ci-images-base

This should be the final step in the overhaul of these images so that they can be built entirely using gitlab-ci. For the server image, this installs all the Debian packages needed to run fdroidserver from git. Then the tests can run both using the Debian packages, and the pip3 install.
