update to Debian/stretch and install ruamel-yaml

username-removed-24982 requested to merge eighthave/ci-images-server:master into master

Debian/stretch is now the stable release, so this updates the base image and packages to stretch.

fdroidserver!263 (merged) uses ruamel-yaml for rewriting the new YAML format with fdroid rewritemeta.
